Officer Readiness Assessment Program

Duration: 8 Hours.

What to expect:

08:00: Introduction / Safety Brief / Meet the Instructor

09:00-11:30: Range time based on curriculum / class.

11:30: 12:30: Break for lunch.

12:30 – 17:00: Range time based on curriculum / class.

This will be a “dynamic range” event with scenario-based shooting situations while actively engaging threats under physical stress / duress. Plan accordingly.

The Proving Grounds O.R.A.P. (Officer Readiness Assessment Program) is a progressive law enforcement training and evaluation system designed to develop and measure an officer's ability to perform effectively during critical incidents. Unlike traditional firearms programs that primarily evaluate qualification scores, O.R.A.P. assesses the complete operational readiness of the individual officer by integrating firearms proficiency, tactical movement, decision-making, communication, physical performance, and accountability under realistic conditions.

Built on the philosophy that performance—not qualification—is the true measure of readiness, O.R.A.P. prepares officers to make sound decisions, safely employ force, and solve complex problems while operating under the physiological and cognitive stress associated with real-world law enforcement encounters.

The program consists of three progressive certification levels:

Patrol I – Foundations of Performance

Patrol I establishes the baseline competencies expected of every patrol officer. Students develop safe weapon handling, marksmanship, weapon manipulation, movement, use of cover, threat assessment, communication, and sound decision-making while learning to perform under increasing levels of stress. This course provides the operational foundation for all future O.R.A.P. training.

Patrol II – Advanced Performance

Patrol II builds upon the foundational skills introduced in Patrol I by presenting officers with increasingly complex tactical problems requiring independent judgment, effective communication, and disciplined execution. Training emphasizes advanced movement, multiple-threat engagements, officer rescue concepts, positional shooting, and realistic decision-based scenarios that closely replicate operational demands.

SWAT Performance

The SWAT Performance course is designed for tactical operators assigned to specialized response teams. Students refine advanced individual and team performance through realistic, high-risk operational scenarios emphasizing precision engagement, tactical communication, leadership, coordinated movement, and disciplined decision-making in dynamic environments.

Core Philosophy

The Proving Grounds O.R.A.P. is founded on the belief that operational success is achieved through disciplined performance rather than speed or qualification scores alone. Every exercise is designed to strengthen the complete officer by developing:

Training integrates realistic physical exertion with tactical problem-solving and live-fire exercises to replicate the demands officers face during critical incidents while maintaining uncompromising safety standards.

Performance Evaluation

Rather than relying solely on qualification scores, O.R.A.P. evaluates officers using measurable performance standards, including:

  • Firearms safety

  • Accuracy

  • Tactical judgment

  • Decision-making

  • Threat discrimination

  • Movement efficiency

  • Professional conduct

Each student receives objective performance feedback designed to identify strengths, improve deficiencies, and support continued professional development.

Mission Statement

The mission of The Proving Grounds O.R.A.P. (Officer Readiness Assessment Program) is to develop confident, disciplined, and accountable law enforcement professionals capable of making sound decisions and performing effectively during critical incidents. Through realistic training, measurable standards, and continuous evaluation, O.R.A.P. prepares officers not merely to qualify, but to demonstrate true operational readiness when lives depend on their performance.

Course Requirements

To ensure students are appropriately prepared, participants should be able to complete the following tasks safely and without coaching:

Student

  • Must be able to run at minimum 100 yards. 

  • Must be able to lift, drag or pull up to 75 pounds for male and 50 for females.

  • Must bring at minimum 300 Rifle / 300 Pistol.

  • Hydration. Water will be available however plan accordingly.

  • All duty equipment. Officers can substitute uniforms with activewear however we strongly encourage the use of the gear utilized on a day-to-day basis.

Rifle

  • Safely load and unload.

  • Fire a controlled five-round group at 25 yards.

  • Perform an emergency reload.

  • Clear a basic malfunction.

  • Engage multiple targets while maintaining muzzle discipline.

  • Control the firearm while moving or engaging in physical activity.

Pistol

  • Safely draw and holster (if the course includes holster work).

  • Fire five accurate rounds at 7 yards.

  • Perform an emergency reload.

  • Clear a basic malfunction.

  • Safely transition to the holster on command.

  • Control the firearm while moving or engaging in physical activity.
